No, you can not use test apps for distribution purposes, because As per Apple's distribution guidelines, purpose of test links is giving users the ability to beta test their apps before submitting them to App Stores, if you wish to distribute your iOS apps then you would need to create your Apple developer account and build your app with a valid distribution license and then distribute your app through iTunes.
